What's the difference between a tables-based and CSS design?
A tables-based design is where the layout is based on a grid created with HTML tables whereas a CSS-based layout is achieved through a separate Cascading Style Sheet. Some web designs may have tables-based layout, but use CSS only to define some fonts and colors.
Official web standards recommend the use of CSS to achieve layout, rather than using tables for layout. However, many developers who are accustomed to the tables-based layout find it challenging to transition over to CSS.
